the impact of information technology on the evolution of the concept of good governance

information technology as a new and very efficient tool in human communications has multiple functions that effect on public affair management is one of them. along with growth & spread of such technologies in contemporary world, this function simultaneously has spread & is changing to be an important paradigm in management & regional administration all over the world. in the other hand, good governance as an old discuss about government's efficiency had been reconsidered in recent years & played role in state's legitimacy. due to the extension of volume & quality of society & it various parts expected services, executing of this type of governance has been even more difficult. as it seems that only by applying the new information & communication technologies, indexes of good governance could run. meanwhile this article pays attention to close relation between the new information & communication technologies & good governance in recent years, is intend to survey the evolution of this concept under the influence of mentioned technologies. so the main hypothesis that this article is written on is evolution of good governance under the circumstances of establishing new instruments & methods affected by information & communication technology.
